On January 30, 2026, the Department of Justice released 3.5 million pages of Epstein files under the Epstein Files Transparency Act. One document in DataSet 9 stands apart from the rest.
EFTA00090314 is an unclassified FBI FD-1023, the standard form for recording intelligence from a Confidential Human Source. Filed October 19, 2020, Los Angeles Field Office. The source was being debriefed on foreign and domestic electoral interference. What they told the FBI touches the Epstein prosecution, Israeli intelligence, the Trump presidency, Russian penetration of American political networks, and the financial architecture connecting all of them.
Everything that follows is the source’s reported claims. The FBI document is explicit, this is raw CHS intelligence, not confirmed findings. Where independent corroboration exists, it is noted.
THE NPA: WHY EPSTEIN WALKED IN 2008
In 2008, Jeffrey Epstein pleaded guilty to a single state charge. Federal prosecutors, who had drafted a 60-count indictment, stood down. Dozens of victims received no justice. His co-conspirators were granted broad federal immunity in what became known as the most scandalous non-prosecution agreement in modern American legal history. This document offers an explanation.
The CHS states that Epstein’s attorney Alan Dershowitz told Alexander Acosta, then U.S. Attorney for the Southern District of Florida, that Epstein “belonged to both U.S. and allied intelligence services.” [1]
Acosta confirmed the substance of that claim himself. In 2019, reporting by the Miami Herald revealed that Acosta told Trump transition officials the case was “above his pay grade,” that Epstein “belonged to intelligence,” and that he had been told to leave it alone. [2] That is independent corroboration of the document’s central claim from the man who signed the deal.
DERSHOWITZ AS MOSSAD CONDUIT
The document’s allegations about Dershowitz go further than his role in the plea deal.
The CHS monitored phone calls between Dershowitz and Epstein, taking notes during those calls. After each call, Mossad would contact Dershowitz to debrief him on the conversation’s content. [3]
The CHS states Dershowitz “was co-opted by Mossad and subscribed to their mission.” [4]
Dershowitz told the CHS that “if he were young again, he would be holding a stun gun as an Israeli Intelligence [Mossad] agent.” [5]
The document notes that both Jared Kushner and Josh Kushner were Dershowitz’s former students at Harvard Law School. [6]
EPSTEIN, BARAK, AND THE SPY TRAINING CLAIM
“Epstein was close to the former Prime Minister of Israel, Ehud Barak, and trained as a spy under him.” [7]
The documentary record around this claim is extensive. Released files show Barak visited Epstein’s Manhattan townhouse more than 30 times between 2013 and 2017. [8] Barak’s aide Yoni Koren, a former Israeli military intelligence officer, stayed at Epstein’s properties for weeks and had his cancer treatment funded by Epstein in 2012. [9] Epstein invested in Carbyne, a company linked to Barak specialising in emergency response software with documented Israeli security sector ties. [10]
In a released email exchange, Epstein wrote to Barak: “You should make clear that I don’t work for Mossad :)”. Barak replied: “You or I?” Epstein: “That I don’t :)”. [11]
The CHS also notes Barak considered Netanyahu a criminal. [12]
Former Israeli intelligence officer Ari Ben-Menashe has stated in multiple interviews that Epstein and Ghislaine Maxwell operated for Mossad since the 1980s, running blackmail operations analogous to those run by Maxwell’s father Robert Maxwell, a British media tycoon widely reported as a Mossad asset until his death in 1991. [13]
CHABAD, PUTIN, AND THE TRUMP PRESIDENCY
The CHS states: “Chabad is doing everything they can to co-opt the Trump presidency. Chabad is basically state-sanctioned Judaism. It is used by Putin to keep tabs on all the Russo-Jewish oligarchs.” [14]
The document notes that on the day Trump was elected President in 2016, Ivanka Trump and Jared Kushner were at the gravesite of Rabbi Menachem Mendel Schneerson, the most powerful rabbi in the Chabad-Lubavitch network. [15]
Chabad-Lubavitch is a messianic ultra-Orthodox movement with roots in Russia and an estimated 90,000 members globally. Berel Lazar, Chabad member and Russia’s chief rabbi since the 1990s, has been described repeatedly in reporting as “Putin’s rabbi.” [16]
The document states directly: “Trump has been compromised by Israel. And Kushner is the real brains behind his organization and his presidency.” [17]
TILLERSON: KUSHNER RUNNING A SHADOW STATE DEPARTMENT
Rex Tillerson served as Trump’s Secretary of State. According to the CHS, his wife Renda Tillerson told the source that Jared Kushner was operating a rival, parallel State Department during Rex’s tenure. Both Rex and Renda told the source they had been “under intense surveillance.” Renda told the CHS she “can’t wait for the FBI to call her, so that she can tell them everything she knows.” [18]
There is no public record that the FBI took her up on that offer.
LEON BLACK, APOLLO, AND THE KUSHNER MONEY
The document connects Leon Black, CEO of Apollo Global Management, to both Epstein and the Kushner financial network.
Apollo lent Kushner Companies $184 million while Jared Kushner was facing financial crisis over his 666 Fifth Avenue property. The New York Times is quoted in the document as reporting that Black had “inexplicably stood by Jeffrey Epstein, recently giving him $50 million.” [19]
The document further alleges, citing reporting, that Black owned the mercenary firm formerly known as Blackwater, then operating as Constellis, accused of involvement in arms and human trafficking operations. [20]
MASHA DROKOVA AND SILICON VALLEY
The document identifies Masha Drokova, described as Putin’s former main contact in the Russian Youth Movement, as then operating a Silicon Valley venture capital firm called Day One Ventures.
When the CHS spoke with Drokova, she ignored technology entirely. She said: “You knew Epstein, didn’t you.” She called him “a wonderful man” and said it was “a crying shame what had been done to him.” [21]
The CHS concluded Day One Ventures was in Silicon Valley to steal technology.
ELLIOTT BROIDY AND THE QATAR OPERATION
Elliott Broidy, Republican Party fundraiser and Trump campaign finance official, had pleaded to charges of money laundering and unregistered lobbying for the UAE. The CHS states Broidy “allegedly successfully lobbied to increase U.S. sanctions on the Government of Qatar.” [22]
The document frames Qatar, Turkey, Iran and Syria as aligned against the Saudi-Israel-UAE axis. That geopolitical architecture maps precisely onto every subsequent major regional development: the Abraham Accords, the Iranian conflict, the Qatar blockade.
WHAT THIS DOCUMENT IS
EFTA00090314 is raw CHS intelligence. The FBI did not confirm these allegations. The document’s prior reporting by the same source has not been publicly identified in the release.
What can be confirmed: the document exists, it is genuine, it is public record, and it was retained through the DOJ’s review process rather than withheld or redacted. One of its central claims, that Epstein belonged to intelligence and that this was communicated to the federal prosecutor who approved the 2008 non-prosecution agreement, is independently corroborated by Alexander Acosta himself.
The surrounding documentary record does not contradict the rest of the document’s claims. It contextualises them.
Jeffrey Epstein’s victims were failed by federal prosecutors who were told his case was above their pay grade. They were failed by a justice system that granted broad immunity to unnamed co-conspirators. They deserve an accounting for why. This document, whatever its ultimate evidentiary weight, is one of the most direct statements on record as to the reason. It belongs in the public record. It belongs in print. And it has barely been reported.
